The procedure for renewing a weapons license in 2020 has undergone some changes that have significantly complicated it.
In our country, the number of firearms in the hands of private citizens is growing every year. Russian legislation requires strict supervision over the circulation of weapons in the country. In 2020, changes to Federal Law No. 150 came into force, regulating the procedure for obtaining permission to carry weapons. From now on, the whole procedure becomes more complex. One thing remains unchanged - the need to renew the license every five years. Otherwise, the violator faces serious punishment.
Order
The entire process of obtaining permission for citizens to carry traumatic pistols consists of several stages:
- obtaining a certificate, which is issued after passing a medical commission;
- completion of training on the rules of wearing and using this type of weapon, which must be confirmed by a certificate;
- submitting an application and documents to the Department of Internal Affairs, where the employee will make a note about their acceptance for work, and within a month the person will receive a license.
Within six months after this, the person has the right to purchase this pistol.
What is the procedure for renewing a weapons license?
It is assumed that certain stages must be completed.
Initially, you need to pass a medical examination. To do this, you will need to visit the PND and take one medical report, and 2 certificates from the narcological clinic. At the medical center you will need to obtain certificates from an ophthalmologist and therapist, as well as conclusions confirming applications to the ND, PND. This stage is mandatory, because there must be no health contraindications.
You will also need to correctly fill out the application for its subsequent submission to the authorized organization.
The next step is to go to the nearest police station. In this case, the local police officer will come home and check how properly the existing weapons are stored. The police officer will then complete the required reporting.
You will also need to visit the OLRR.
Every citizen will have to test their knowledge of the use of traumatic weapons. In this case, you need to pass a two-stage exam:
- Initially, you need to undergo special testing in the created account.
- The second stage is practical. Participation in special shooting ranges, which are held at a shooting range, is expected. The event is optional for state military personnel who have military ranks or special ranks that determine their class affiliation.
You will also need to pay a state fee.
After a positive decision has been made on the submitted application, you need to find out the data of the Ministry of Internal Affairs of the Russian Federation in order to subsequently carry out all the necessary settlements with the organization. You can now obtain an updated permit. To do this, you will need to visit the OLRR yourself. In this case, the result of consideration of the application can be obtained at the existing postal address.
Rules of law
Unfortunately, many citizens cannot obtain a permit for a traumatic pistol due to the fact that they do not know all the legal subtleties that must be used when resolving this issue.
The Federal Law “On Weapons” covers all cases of their use and the possibility of obtaining a license. In addition, this legal act includes all the conditions under which issuing permits to citizens to purchase traumatic weapons is prohibited.
It is also necessary to refer to the provisions of Article 14 of the Civil Code, which states that methods of self-defense in no case should go beyond the rules of self-defense.
Therefore, persons who are interested in the question of whether a permit for a traumatic pistol is needed should always refer to the regulations.
Possible reasons for refusal
You need to remember that re-registration of a weapon is a process in which you may be given a refusal. To prevent such a situation from arising, we advise you to follow some rules.
So, what are the reasons for refusal? They may be as follows:
- Submitting an application later than three months before the current license expires.
- Involvement more than twice within one calendar year for administrative violations related to the protection of public order.
- Lack of a safe to store weapons for some reason, although you initially had one when registering.
- Delay in registration of weapons.
- Registration for five years in a psychoneurological or drug addiction clinic.
- Changing the design of a weapon, which is illegal. Detection of such a fact is possible through ballistic examination.
- Presence of weapon malfunction.
If problems are discovered in the design of the weapon, an employee of the permitting department sets a deadline for eliminating such defects.
It should be noted that the permit can be revoked at any time if the citizen has committed some intentional crime and is in prison.
Conditions
In Russia, the right to bear arms is granted only to persons who have reached the age of 21. In this case, the following conditions must be met:
- absence of mental disorder;
- a person must be resistant to extreme situations and be aware of his actions;
- comply with all necessary requirements for storing weapons so that they cannot be taken by strangers or small children;
- submit to the Department of Internal Affairs a certain package of documents to obtain a license.
Therefore, before buying this or that pistol, you need to clarify information about whether you will be able to use it or not.
To use a weapon for the purpose of self-defense, you must follow a clear procedure:
- raise your hand up and fire a warning shot;
- after this, the person from whom the danger comes will understand the seriousness of his opponent’s intentions;
- You should never threaten another person without a valid reason, otherwise it can end quite badly.
It is also generally accepted that it is impossible to take a person’s life or cause serious injury with a traumatic weapon. But such cases still happen. Therefore, when answering the question of whether a permit is needed for a traumatic pistol, we can always say with certainty that it is simply necessary. Otherwise, the use of such weapons will be illegal, and its owner will be held accountable.
Citizens who are in public service in the police or are in the military are not required to take training courses before obtaining a license for a traumatic pistol. You just need to indicate the details of your service weapon.
What happens if you carry a traumatic weapon without permission?
Storing and carrying weapons without permission entails both administrative and criminal liability.
Violation of the rules for storing and carrying trauma equipment in the presence of a valid permit is an administrative offense. In case of such a violation, the fine varies from 500 to 2000 rubles.
Failure to obtain a permit may result in criminal liability, as illegal possession, carrying or sale is prohibited by law. In addition, threatening to use a weapon without a license is subject to liability. This threatens the gun owner with a large fine or imprisonment. Therefore, if the license is invalid, it would be wiser not to carry and under any circumstances use the injury. And after receiving a new permit, wearing traumatic equipment will become legal.
Required documents
After the medical commission has been passed and the conclusion is in hand, and a certificate has been received indicating that the person has all the skills to use weapons, you can apply for a license. In this case, you should not ask yourself whether you need a permit for a traumatic pistol, because according to the law, purchasing it without this document will be considered illegal with all the ensuing consequences.
An application for a permit to carry a weapon is submitted to a special police department at the place of residence. The following documents are attached to it:
- photocopies of your passport, you must also take the original with you;
- photographs (3 by 4 cm) in the amount of 2 pieces;
- a certificate from a medical institution confirming your health status;
- a certificate issued after completing courses on the storage and use of weapons;
- a receipt confirming payment of the state fee for permitting services and obtaining a certificate;
- a report from the local police officer, which will confirm that all conditions for storing the pistol have been met.
When all the papers are handed over to the police officer, he will issue a notification. Within two weeks from the date of submission of documents, a decision will be made to issue the person with permission to purchase a traumatic weapon.
If a person receives an unreasonable refusal, it can be appealed through the courts. Therefore, every citizen who is wondering whether a permit is needed to carry a traumatic pistol should refer to the legislation.
What documents are needed to renew a license?
The following documents must be attached to the application to renew the weapons permit:
- a photocopy of the passport and the passport itself;
- two photos (with a non-glossy surface, standard photo size for documents);
- conclusion of a medical commission with psychotherapeutic, drug addiction, ophthalmological and therapeutic diagnoses;
- photocopy of the original document;
- receipt with paid tax. This tax is one-time, it should be paid to the account of the Ministry of Internal Affairs of the Russian Federation.
Registration
After the pistol has been purchased, it must be properly registered in a special department located at the local police department. The weapon must have a holster, otherwise the rules for carrying it will not be observed, and its owner will have to pay a fine.
After one month has passed from the date of registration of a traumatic weapon, a document is issued in the licensing and permitting department that allows it to be stored at home. In addition, you will need to submit the following documents:
- application to carry a pistol;
- receipt from the store;
- cartridges that should be in the package;
- insurance contract;
- a receipt confirming payment of the registration fee;
- personal photographs (3 by 4 cm) - 2 pieces.
These documents must be submitted immediately after purchasing a weapon. Thus, the question of whether a permit is needed for a traumatic pistol in Russia is decided after contacting government agencies.
Procedure for submitting documents to renew a weapons license in 2020
After you have collected a complete set of documentation, you will need to submit it to the licensing and permitting department under the management of the Russian Guard. After accepting the package of documents, OLLR employees are required to notify the applicant within ten days of the approval or rejection of the submitted application. If you are refused to renew the permit, you can appeal such a decision in court. If the employees have adopted a resolution to renew your existing license, then you can pick up the document at any time convenient for you.
With the launch of the Gosuslugi online service, the procedure for submitting an application to renew a weapons license in 2020 has been significantly simplified. New rules
As the Federal Law “On Weapons” states, it is necessary to renew the permit every five years. In addition, the Supreme Court in December 2012 introduced a new provision that allows citizens not to re-take courses on the use and use of traumatic pistols. It is enough that such a certificate will be presented to the Ministry of Internal Affairs once when obtaining a license.
Therefore, these standards once again confirm the fact that a traumatic pistol requires a permit, and it must be renewed after five years.
Legal weapon for self-defense without a license
The main property of official means of self-defense is the limitation of their destructive effect. Weapons of this type are designed to have a psychological impact on the attacker and cause minimal harm to his health. But when used skillfully, it will help avoid a dangerous situation before it even begins.
Gas canister
An effective and relatively affordable means of protection. It is a small can with the function of spraying a special product. Manufacturers may include chlorobenzalmalonodinitrile (CS) or oleoresin capsicum (OC) in its composition. The action of the first is aimed at irritating the mucous membranes of the respiratory tract and eyes. OC upon contact with skin provokes itching, can cause slight suffocation, and causes coughing. The latter is most effective for self-defense.
It is important to choose the right gas canister according to the type of spray:
- Aerosol. When the mixture is released, small drops are formed, the direction of which is highly dependent on the wind. Advantages – large affected area. Recommended for use against groups of people, packs of dogs, etc. Range – 1-1.5 m.
- Jet-aerosol. It has a smaller radius of action, but when sprayed, larger droplets are obtained. Characterized by a weak respiratory effect. Effectiveness – up to 2 m.
- Jet. When pressed, a narrowly directed jet is obtained. Recommended for use indoors. Range – up to 3 m.
The cost of a gas canister varies from 350 to 700 rubles. The most popular models are “Pepper 11-A”, “Sword”, “Foam Dragon”.
Stun gun
Hitting the attacker with an electric current using a special device will not cause him irreparable harm, but will disorient him for some time, and the functioning of the central nervous system will be unstable. To achieve this effect, you need to choose the right stun gun for self-defense.
Based on the type of action, they are divided into contact and remote. In the first case, the device comes into contact with the attacker with the active part, in the second, the electrodes are located on a detachable cartridge, which is fired back.
According to current regulations, stun guns are divided into three groups according to voltage and power parameters.
- 70-90 kV and 2-3 W.
- 50-70 kV and 1-2 W.
- 20-50 kV and 0.3-1 W.
Effectively use models belonging to the first group. It must be taken into account that if there is a large amount of clothing, the discharge may not penetrate the attacker’s skin. Also, when using a stun gun, safety rules must be followed.
The average price for popular models varies from 1,600 to 12,000 rubles. For self-defense, they most often purchase “ViperTek”, “Top-Gun”, “Taser”.
Household knife
The use of a household knife as a means of self-defense is extremely undesirable. Handling this type of weapon requires professional skill and practice. There is no need to think that it is a means of preventive defense - the sight of a knife will not always scare away attackers. At the same time, they can be seriously injured, even fatally.
A knife does not belong to the category of edged weapons if it meets the following basic characteristics:
- the absence of a tip or its placement above the butt line by 5 (10) cm for a blade length of up to 180 mm (from 180 mm);
- if the blade is shorter than 90 mm;
- with a handle less than 70 mm;
- lack of sharpened blade.
This is just a number of characteristics, an extended list of which is given in GOST 51215-98.
Pneumatic guns
This self-defense weapon has all the external features of a firearm, but has worse characteristics. Air pistols are divided into sports (without a license) and hunting. For protection, it is recommended to use the first models.
The best option is pistol-type pneumatics. A license is not required if the initial bullet speed is no more than 150 m/s, the shot power is up to 7.5 J, the caliber is up to 4.5 mm. The weapon is quite massive, since the design includes a mechanism to increase the pressure in the barrel during a shot.
Classification of air pistols:
- According to the operating principle - piston, balloon or compression. For self-defense, it is recommended to use balloon models.
- Rate of fire – automatic or single.
- Possibility of using bullets of various shapes: flat, hemispherical, conical, hollow.

Popular, "ASG", "Hatsan", "Borner". The cost of an air pistol for self-defense varies from 3,700 to 53,000 rubles. As an alternative, you can consider starting pistols. But they will not cause any harm to the attacker and will only have a psychological effect.
WASP
This pistol is a barrelless traumatic weapon. To purchase it, you need a special permit, which must be properly issued through the internal affairs authorities. The pistol is considered a weapon for citizens and is intended for self-defense. In addition, it is considered eligible for purchase. Nevertheless, many citizens are interested in the question of whether a permit is needed for the OSA traumatic pistol. Yes, it is simply necessary, otherwise a person who purchases it without this document is considered an offender and will be held accountable.
Who will not be able to obtain a permit for a traumatic weapon?
Important! Certain groups of citizens do not have the right to purchase firearms:
- persons under 18 years of age,
- persons with an outstanding criminal record. In accordance with the gravity of the unlawful act, a probationary period is provided, namely:
- probationers - after the end of the probationary period,
- in case of punishment without restriction of freedom - at the end of one year,
- convicted of minor crimes – three years from the date of release,
- those who received a sentence for serious crimes - six years from the date of serving the sentence,
- persons held accountable for violation of law and order - after one year from the date of violation,

Refusal

- having an outstanding conviction for a deliberate crime;
- have committed two violations in the field of public order;

- registered with a narcologist and psychiatrist;
- those who do not have a fixed place of residence.
If at least one of these factors is present, a person will not be able to obtain a document to purchase a traumatic pistol. Because it would be illegal. In addition, many people are interested in the question of whether a permit is needed for a traumatic pistol with rubber bullets? Yes, it must be obtained in the manner prescribed by law, because its absence will entail the most unpleasant consequences.
Responsibility for untimely renewal of a permit
Start renewing your permit at least a month in advance, preferably sooner. The application is considered within 30 days, that is, the license period may expire, which will entail administrative penalties.
If the documents are submitted on time, but taking into account the 30-day review period, the license turns out to be invalid (or slightly overdue), this will be considered a violation of the re-registration deadline. The violator is punished in accordance with Art. 20.11 Code of Administrative Offences .
Subject of the offense | Administrative measure (Article 20.11 of the Code of Administrative Offenses of the Russian Federation) |
Individual | warning; fine from 1 to 3 thousand rubles. |
Executive | fine from 1 to 5 thousand rubles. |
But if the license is expired by at least one day, the court may apply Art. 20.8 part 6 – illegal possession of weapons . The punishment depends on the subject of the offense (more details in the table).
Subject of the offense | Punishment |
Individual | fine from 3 to 5 thousand rubles. with confiscation of weapons and ammunition for them (hereinafter referred to as confiscation); arrest for a period of 5 to 15 days with confiscation |
Executive | fine from 10 to 50 thousand rubles. with confiscation; disqualification from 1 to 3 years with confiscation |
Entity | fine from 100 to 500 thousand rubles. with confiscation; suspension of activities from 10 to 60 days |
Each case of violation of deadlines is considered individually. Possible measures of administrative coercion are described above.
Remember. If you missed the deadline for a good reason (for example, due to illness), liability does not arise due to the insignificance of the violation ( Article 2.9 of the Administrative Code ).
Price
After all the necessary documents have been collected, you must pay the state fee. The fee for obtaining a license for one weapon is one hundred and ten rubles. Courses to prepare for the correct use of a traumatic pistol are paid. Therefore, obtaining a license is not limited to paying the state fee. You can find out what kind of permit you need to obtain for a traumatic pistol at the local police department, and also get from the employee a list of all the documents required for this.

How to write a complaint to Roszdravnadzor?
Is it possible to buy an injury without a license?
Initially, anyone could have traumatic pistols. But due to the increasing number of cases of them causing serious harm to health, sometimes even fatal if they hit the eye or carotid artery at close range, Russian legislation has established a ban on the free sale of this means of self-defense without a special license to carry, store and purchase. Despite the fact that, compared to a military firearm, a traumatic pistol does not cause severe damage to health, its use is possible only if there is a real danger to the owner or close relatives.
Traumatic pistols include self-defense weapons that fire rubber bullets, the caliber (diameter) of which varies depending on the model.
The most popular models of traumatic weapons:
- “Osa” PB-4 is a barrelless version, which is a whole functional complex, with traumatic, light-sound, lighting, signal or aerosol cartridges. The initial muzzle power of 120 J was slightly reduced, which reduced the level of injuries. Available in several versions and widely used in various law enforcement agencies.
- The Makarych IZH-79 pistol is a clone of the famous PM Makarov’s firearm. Available in several types with different calibers of rubber cartridges: from 7.6 to 13 mm. The larger the diameter of the barrel, the higher the injury caused and the increase in impact force.
- “Groza R-04” is a reliable traumatic weapon with a 9 mm caliber, convenient and easy to use.
Is it legal to buy traumatic weapons on Avito?
Today Avito is one of the most popular services where you can purchase not only used goods, but also completely new ones at relatively low prices. However, any type of weapon, even hunting, including knives, gaming (for airsoft, paintball), collectible, souvenir, copies and decorative dummies, and all necessary components are prohibited from being sold or exchanged by the Site Rules. Therefore, you won’t be able to buy either new or used trauma vehicles on Avito. And if suddenly by chance you see an advertisement for the sale of a model, you should know that the reason for this phenomenon is that the moderators did not have time to remove it.
Is it possible to buy trauma equipment through an online store?
The development of online shopping has also affected the segment of various types of weapons, so many are interested in where to buy a weapon without a license? Careless sellers, taking advantage of the high demand for self-defense products, confidently promote them, offering to buy these products online at attractively low prices. When selling online stores, they use suggestion methods to attract customers, proving how convenient it is to purchase weapons via the Internet and even without a license.
The main arguments include the possibility of leisurely acquaintance with each model, purchasing weapons without a license, and sometimes without prepayment with delivery by mail or courier. According to the law, namely Federal Law No. 150-FZ “On Weapons,” Russian citizens are allowed to purchase firearms of limited destruction (LDW) only if they have a purchase license. The seller is required to have not only a license, but also a special permit to sell LLCP and the corresponding cartridges. According to the Federal Law, LLCs are equated to military firearms, therefore, their storage, carrying, sale, or purchase without a license is subject to criminal liability under Art. 222 of the Criminal Code of the Russian Federation. In addition, any types of civilian weapons are prohibited from being transported by transport companies or sent by Russian Post. For violation of this law for forwarding under Art. 20.8 of the Administrative Code entails liability with a fine of up to two thousand rubles or deprivation of all rights to store and carry weapons for up to one year. If a citizen wishes to buy a product without a license, delivery can be legally carried out only by FSUE Spetsvyaz, which will ask to present all the necessary accompanying documents for the product.
It is important to know! There are special structures of law enforcement agencies that constantly monitor information on the sale of unlicensed weapons of any type, even traumatic ones. Such activities fall under Art. 222 of the Criminal Code of the Russian Federation.
The nuances of selling online
If special services monitor all advertisements and information about the sale of weapons, including those for self-defense, questions quite naturally arise as to what kind of pistols can be bought without a license, and why are online stores offering traumatic pistols not closed? The reason is that, from the point of view of legislation, there is no violation of the Criminal Code and the Code of Administrative Offenses of the Russian Federation. These stores take advantage of the ignorance of ordinary people who do not know about the existence of the Federal Law “On Weapons” and about the features and differences between real injuries and the copies offered, and “sell” them devices that are not prohibited by law.
Let's consider what exactly is sold by online stores under the LLC brand without a license. Upon careful study of laws and regulations, there is no such thing as “traumatic weapons” or “traumatic weapons.” These purely “folk” terms are applied to revolvers or pistols that fire rubber bullets. The official name is LLC, which is prohibited from being sold without a license. The sale of such weapons is subject to the prohibition of Art. 222 of the Criminal Code of the Russian Federation, as a result the store must be closed.
The question immediately arises: what is being sold on the Internet under the guise of a traumatic pistol? Experts, when studying products in detail, note that online stores sell KSOI, that is, products that are structurally similar to weapons. They have a weak muzzle force, for example, with an energy of up to 3 Joules (compare with 91 Joules of real OOOPs). Externally, such pistols accurately copy military products TT, PM and other models. They shoot steel balls with a diameter of about 4.5 millimeters. With such a weapon you can, at best, break a bottle from a few meters away. Such pneumatics can only be dangerous to the eyes if there is a direct hit from the ball; in other cases, the damage is considered minor.
By implementing CSOI under the guise of an LLC, online stores take advantage of the lack of awareness of people and ignorance of the legislation of potential buyers. And since this type of pneumatics does not apply to weapons, the KSOI is allowed to be sent by transport companies or by mail to Chelyabinsk, Kemerovo, St. Petersburg, Tver, Novosibirsk, Rostov, Krasnodar, Nizhny Novgorod, Novokuznetsk and other cities of Russia. An example of a popular pneumatic weapon would be the MP-654K model, which is a copy of the Makarov pistol. In different regions: in Moscow, St. Petersburg, Saratov, Ufa, Volgograd, Yekaterinburg, Kazan, Samara, Voronezh, Krasnoyarsk and other cities, the cost of such a pistol can vary from 6 to 15 thousand rubles, while the price of an LLC sometimes reaches 40 thousand.
Need to know! Pneumatic weapons with low muzzle energy are unable to fulfill their main function, namely: to protect the owner and his close relatives from the threat posed by third parties.
By purchasing a COI, a person deceives himself and finds himself unable to resist the attack.
