How to get a military ID: concept and necessity of the document

The presence of a red card received at the military registration and enlistment office cannot be considered a mere formality; the absence of a book can create many problems in the future. Sometimes young men do not understand why a military ID is needed, why they cannot do without it.

Every citizen must have identification documents, including a “military document”, confirming the man’s military registration.

Even having avoided military service for various reasons provided for in the legislation, the young man is obliged to register at the commissariat in a timely manner, receiving a “certificate” with the necessary data on his involvement in military service.

What is a military ID?

A military ID is not inferior in importance to a passport, allowing one to infect the identity of a citizen.

A small red book with numbered pages contains all the necessary information about the person liable for military service:

  • personal data (full name, photograph, date of birth);
  • assigned fitness category, in accordance with the “Schedule of Diseases”;
  • ranks received, awards given to the serviceman.

The concept of a “white ticket” is conditional; in fact, the document given to young men who are not subject to conscription is no different in appearance.

Often, guys who have good reasons not to join the army wonder why they need a military ID if military service is not part of their plans.

Purpose of the document

After completing military service, all citizens remain in the field of view of military registration and enlistment offices. They are registered at their place of residence and transferred to the reserve. If necessary, in wartime, the country's armed forces will have to be replenished with people who have previously served in the army. Therefore, military commissariats periodically update their databases regarding those liable for military service and those in reserve. For this purpose, each such person remains in possession of a military ID.

Such a document contains information regarding medical reports on the person’s state of health, in which units he served in military service, what military rank he had, whether he had any awards, and also what category of reserve he was assigned to. Over time, information may change, which is also recorded in the document. However, only the military commissariat has the right to enter any data into it. Maintaining such records allows the Ministry of Defense to quickly distribute human resources during the period of mobilization.

Purpose of a military ID

Fulfilling military duty is the responsibility of all young people from 18 to 27 years of age. Young men whose health, other requirements, and parameters are suitable for unhindered military service must devote 12 months to studying the basics of military disciplines.

The conscription commission, created at the military registration and enlistment offices twice a year, includes the stage of medical examination, and only after passing it, the guy is assigned a fitness category.

  • questions arise during registration;

Current legislation obliges employers to provide the military registration and enlistment office with information about the enrollment of each citizen liable for military service. For official employment, the advantage of a military ID is obvious:

  • high payment rates;
  • decent positions, career growth;
  • full package, including sick leave, vacation pay, various benefits;
  • the opportunity to join law enforcement agencies with a high salary and additional advantages in the form of a mortgage worthy of a pension.

Theoretically, getting a job without a “military” is possible, but working illegally for meager money, completely depending on the whims of the employer, and having no prospects, is far from the best option.

What is a military ID and its types?

Conscripts and those liable for military service who are registered with the military are issued one of the military registration documents:

  • certificate of a citizen subject to conscription for military service (registration certificate);
  • military ID (temporary certificate issued in place of a military ID);
  • certificate instead of a military ID.

From December 2020, the authorities carrying out military registration have the right, with the consent of conscripts, to issue them, in addition to the specified military registration documents, also personal electronic cards .

Clause 5.1 of Article 8 “Organization of military registration” of Federal Law No. 53-FZ “On Military Duty and Military Service”

Clause 14 of Section 1 “General Provisions” clearly defines that military registration in military registration and enlistment offices , local government bodies and organizations is subject to:

  • male citizens aged 18 to 27 years old who are required to be registered with the military and are not in the reserves - CONTRACTS ;
  • Citizens in the reserve are LIABLE FOR MILITARY service.

Thus, conscripts:

  • these are male citizens aged 18 to 27 years,
  • who are not in the reserve, that is, have not yet completed military service or have not received a military ID for other reasons,

and those liable for military service:

  • these are citizens who are enrolled in the reserves.

A person liable for military service, in accordance with the legislation on conscription and military service, must have a military ID and a stamp in the passport on page 13: “Obligated to perform military duty.”

Military ID:

  • determines the attitude of those liable for military service to military service;
  • it contains all the basic information regarding those liable for military service, including the category of fitness for military service.

A military ID is a document that:

  • issued to conscripts before military service,
  • as well as those liable for military service in case of release from military duty or enrollment in the reserve.

Purpose of a military ID:

  • confirmation of military registration;
  • content of important data about military service;
  • identification.

For military personnel, a military ID replaces a passport:

  • it contains up-to-date information that may be required when a serviceman interacts with military and civilian authorities.

Basic data is entered into the military ID at the time of issue:

  • but if information is added or changed, it must be recorded on the military ID;
  • To do this, you need to contact the employees of the military registration and enlistment office at the place of military registration.

Types of military tickets

In accordance with the current legislation on conscription and military service, a military ID is issued:

  • conscript upon conscription for military service,
  • as well as a person liable for military service in case of release from military duty or enlistment in the reserve.

Order of the Minister of Defense of the Russian Federation dated July 18, 2014 No. 495 “On approval of the Instructions for ensuring the functioning of the military registration system for citizens of the Russian Federation” established two forms of military tickets:

  • military ID of a soldier, sailor, sergeant, sergeant major, warrant officer and midshipman ( military ID ) and
  • military ID of a reserve officer of the Armed Forces ( military ID of a reserve officer ).

Military ID of a soldier, sailor, sergeant, sergeant major, warrant officer and midshipman (military ID):

  • has a red cover, twenty-eight numbered pages;
  • The cover depicts the Coat of Arms of Russia and the inscription “Russian Federation. Military ID". Until 1994, the cover had the USSR Coat of Arms and the inscription “USSR. Defense Department. Military ID".

A military ID is the main document for personal military registration, certifying:

  • the identity and legal status of the military personnel,
  • and for those liable for military service who are in the reserves, their attitude towards the performance of military duty.

The military ID form is a level “B” security printing product.

A military ID is issued and issued to a conscript who is not in the reserves and has not completed military service:

  • when he is called up for military service by conscription, as well as when entering military service under a contract for the position of soldier, sailor, sergeant, sergeant major, warrant officer and midshipman;
  • upon admission to a military professional educational organization;
  • when enlisting in the reserve of the Armed Forces of the Russian Federation as soldiers, sailors, sergeants, foremen, warrant officers and midshipmen from among citizens:

    those who have not completed military service due to exemption from conscription;

  • those who have not completed military service due to the provision of deferments from conscription;
  • those who have completed alternative civil service;
  • female citizens with a military specialty.

Decoding a military ID

The appearance of a military ID, the rules for its registration, the information required to be entered - all these issues are regulated by Order of the Minister of Defense of the Russian Federation dated July 18, 2014 No. 495.

The military ID has a strictly defined structure:

  • each page contains specific information (see table),
  • On each page there is a military ID number, consisting of 2 letters and 7 numbers.

Conditions for issuing a military ID for a soldier, sailor, sergeant, sergeant major, warrant officer and midshipman

A military ID is issued to a person liable for military service in the following cases:

  • after being called up for military service;
  • upon enrollment in military higher educational institutions;
  • after successfully completing training at military departments of civilian universities;
  • after passing a military examination and receiving a category limiting or prohibiting military service;
  • after transfer to the reserve, if in the period from 18 to 27 years the conscript was granted deferments.

Procedure for obtaining a military ID

A military ID is issued by the military registration and enlistment office on the basis of:

  • medical examination;
  • professional psychological selection;
  • decisions of the commission.

Documents required to obtain a military ID upon reaching 27 years of age:

  • application in two copies;
  • black and white photographs 2.5 x 3.5 cm without corner (2 pcs.) and 3 x 4 cm (2 pcs.);
  • passport of a citizen of the Russian Federation, a photocopy of its first, second, third and fifth pages;
  • certificate of secondary education;
  • diploma of higher education and its copy;
  • TIN;
  • SNILS;
  • certificates of family composition (photocopy of the house register);
  • copies of marriage and child birth certificates;
  • certificate of a citizen subject to conscription for military service;
  • driver's license (if available);
  • certificate from the employer indicating the position.

What to do if you lose your military ID

The current legislation in our country on conscription and military service establishes:

  • that a citizen is obliged to keep his military ID throughout his life;
  • The military ID has no expiration date.

Loss, intentional damage or destruction of a military ID, in accordance with Article 21.7 “Intentional damage or loss of military registration documents” of the Code of Administrative Offenses of the Russian Federation, provides for liability in the form of:

  • warnings;
  • a fine in the amount of 100 to 500 rubles.

In relation to military personnel who have lost their military ID, disciplinary action is applied in the form of:

  • temporary suspension from command duties until the document for officers is restored;
  • reprimand;
  • a severe reprimand entered into your personal file.

In wartime conditions for military personnel for the loss of a military ID:

  • more stringent penalties are provided, up to imprisonment for up to 12 months;
  • in order to preserve it for the period of service under special conditions, the military ID is confiscated from military personnel for storage in the office of the military unit or military registration and enlistment office.

If you lose your military ID, you must try to find out the reasons and circumstances of what happened:

  • check information about finds in organizations involved in finds (city services, websites, groups on social networks);
  • if a military ID is lost as a result of theft, you need to file a statement with the police;
  • for the period of operational activities of law enforcement agencies, the citizen is issued a certificate indicating the reason for the absence of a military ID.

After notifying the police about the loss of your military ID, you must contact the military registration and enlistment office at the place of military registration and report the loss of your military ID.

Along with the application to the military registration and enlistment office, the following documents are submitted:

  • copy of passport (pages 2, 3, 4 and 5);
  • certificate from the place of work;
  • notification from the police about the loss of a military ID;
  • a document confirming the application to the lost and found office;
  • certificate from the passport office;
  • receipt of payment of state duty.

As a result of unintentional damage or wear of a military ID, the law provides for a procedure for replacing it with a new copy. A new military ID is also issued when you change your last name or change your category of fitness for military service.

Reserve officer's military ID

Military ID of a reserve officer:

  • has a green cover, which depicts the Coat of Arms of the Russian Federation and the inscription “Russian Federation. Military ID of a reserve officer";
  • consists of 40 pages.

Military ID of a reserve officer:

  • is the main document of personal military registration, proving the identity and legal status of a reserve officer,
  • as well as his attitude to the performance of military duty.

The military ID form of a reserve officer is a security printing product of level “B”.

The military ID of a reserve officer must be maintained (filled out):

  • neatly, without corrections, erasures and unknown abbreviations, in clear and legible handwriting;
  • entries and signatures of officials in the military ID of a reserve officer are made only in black ink;
  • Signatures of officials must be legible and include the following details: name of the military position, military rank, initial and surname of the official.

It is prohibited to make entries on a reserve officer's military ID with ink, ballpoint, gel and other pens, as well as pencils.

Entries in the military ID of a reserve officer are made only:

  • on the basis of supporting documents (personal file, passport of a citizen of the Russian Federation, military personnel identification card, birth certificate, education document);
  • It is prohibited to enter information, marks and records into the military ID that are not provided for by the procedure for maintaining and storing the military ID of a reserve officer, established by Order of the Minister of Defense of the Russian Federation of July 18, 2014 No. 495 (Appendix to Form No. 2).

A reserve officer's military ID is issued after the officer is enlisted in the reserve instead of a military personnel identification card.

The value of a military ID is not limited to military service. A military ID is required when applying for a job, traveling abroad, moving to another city for permanent residence and in other life situations.

In what cases might a military ID be required in everyday life?

You may need a military ID:

  • during employment;
  • when applying for a driver's license;
  • upon registration at the place of residence;
  • if you wish, take out a loan;
  • upon receipt of a passport;
  • when obtaining a permit to store and carry weapons and in other cases.

Employment and military ID

When officially employing citizens liable for military service, the employer is obliged to send information to the military registration and enlistment office about their enrollment in the organization’s staff:

  • for concealing this information, the employer may be subject to a large fine;
  • Any organization wants to avoid such troubles; therefore, candidates who do not have a military ID are simply not considered and, in conditions of serious competition in the labor market, often remain unclaimed.

If you don’t have a military ID, you can find work in small businesses without formalizing an employment contract. However, such employment carries great risks for the employee and can have an unpleasant outcome:

  • employer's refusal to pay wages;
  • not providing annual paid leave;
  • reluctance to accept and pay for sick leave;
  • retroactive dismissal;
  • loss by an employee of state social guarantees, etc.

So the lack of a military ID becomes a big obstacle to getting a good position and official employment. In addition, the law enforcement agencies of the Russian Federation do not employ citizens without a military ID.

Applying for a driver's license and military ID

There is no mention of a military ID in the official list of required documents to obtain a driver's license.

However, when obtaining a license to drive a vehicle, it may also be required:

  • a psychiatrist often considers it necessary to look at it during a medical examination;
  • the fact is that the very fact of having a military ID is interpreted as confirmation of the citizen’s mental health;
  • if it is not submitted, it is much more difficult to obtain a psychiatrist’s note for a certificate in form 003-B/u.

Registration at the place of residence and military ID

Despite the fact that the registration procedure at the place of residence does not require the presence of a military ID, it can be requested by a passport office employee:

  • there is unspoken cooperation between the passport office and the military registration and enlistment office, which makes it possible to successfully identify citizens who want to evade military service;
  • The passport officer informs the military registration and enlistment office that the citizen does not have a document confirming military registration.

Applying for a bank loan and military ID

A military ID is needed by a bank that wants to verify that the borrower has already completed military service.

To increase the borrower’s chances of a positive decision on loan approval:

  • the bank needs to be sure that the borrower will not be called up for military service in the future;
  • this is an additional guarantee of compliance with obligations under the loan agreement.

In case of conscription for military service, the risk of loss of funds provided to the borrower for the bank increases significantly. For a bank, having a military ID can mean additional security for a transaction.

Registration of a foreign passport and military ID

When applying for a foreign passport, a citizen under 27 years of age:

  • the main list of documents provided to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs must include a military ID;
  • the need to provide a military ID is explained by the fact that it records the fact of military service.

This information is necessary in order to promptly identify evasion from military service with all the ensuing consequences.

Registration of a certificate for the purchase of weapons and a military ID

A military ID is not included in the list of required documents for obtaining a license to purchase weapons:

  • but a psychiatrist whose opinion is necessary may require it;
  • before a citizen is issued a certificate in form 046-1, the psychiatrist is obliged to make sure that there are no contraindications for owning a weapon;
  • this information may be recorded on the military ID.

White military ID

As already noted, the legislation establishes two forms of military tickets:

  • military ID of a soldier, sailor, sergeant, sergeant major, warrant officer and midshipman - red and
  • military ID of a reserve officer - green .

However, in everyday life you can often come across the concept of a “white military ID”. A white military ID means:

  • a military ID, which is issued to a conscript exempt from military service for valid legally defined reasons.

Such grounds include:

  • the presence of health group category D, which means that the conscript is completely unfit for military service, is assigned based on the results of a medical examination, approved by the draft commission of the military registration and enlistment office;
  • if the conscript is engaged in significant research activities or works in a field that trains scientific personnel;
  • has close relatives of military personnel who died while performing official duties;
  • in the presence of incapacitated relatives, minor children who are completely dependent on the conscript;
  • if the conscript is serving a sentence by court decision in prison before he turns 27 years old.

So, the ability to present a military ID makes it much easier for a citizen to go through many bureaucratic procedures in our country. Therefore, having a military ID is no less important than having a passport as a citizen of the Russian Federation.

At the age of 27 years, the transition from the status of “conscript” to “discharged to the reserve” is carried out for those men who, during the conscription period by law (18-27 years), had legal deferments from military service, which are provided for in Article 24 of the Federal Law “ On conscription and military service."

  • Family circumstances: the presence of two or more children in the family (possibly one child, but with a pregnant wife at 26 weeks or more).
  • Guardianship of incapacitated relatives.

If a man falls into one of the above categories, then he will issue a military ID without any obstacles.
