What changes to the car are subject to registration?


Of course, most drivers will give examples of gas installations, changes in body shape, processing of any units or their replacement, and the like. But few people know that there are requirements for tinting, optics and even interior. Thus, the tint must have a transparency of at least 75%, it is prohibited to install xenon unless it is provided for by the design and to replace the steering wheel with one that does not correspond to the given car model. Well, removing headrests, belts and airbags is completely prohibited.

But this is not the entire list of changes being made that are subject to registration and have clear criteria for compliance with standards and norms.

Why is it more profitable to replace the internal combustion engine with a contract engine compared to overhauling the old one?

  • Replacing an engine with a contract one is usually cheaper than repairing an old engine due to the relatively high cost of spare parts, as well as long delivery times and the cost of replacing them;
  • The contract engine from Japan is factory assembled, which is a definite plus, given the high Japanese manufacturing quality;
  • Engine maintenance in Japan was carried out precisely in accordance with established technical regulations for changing oils, fluids and performing the necessary maintenance actions, which guarantees excellent technical condition of the engine.

Is replacing an engine always a change in design?

Despite the fact that the engine is the leading unit in a car, until recently it was not taken into account when registering with the traffic police and was classified as a simple part. This was the order of things from 2011 to 2021. But even then, replacing this part was considered a change in the design and required formal and sometimes structural changes.

The fact is that when replacing an internal combustion engine, its number, although not taken into account during registration, had to be entered into the PTS. Therefore, after replacing the unit with a new one of a similar model, you only had to inform the traffic police about this and ask to make changes to their database. It was more difficult if the engine had more or less power than the original one. At that time, this was considered a change in design and required inspections, checks, and sometimes adjustment of parts to new dimensions. Now things are different.

What the law says


On July 10, 2017, amendments to Law No. 1001 of 2011 came into force, according to which the engine was again recognized as a numbered unit. The installation of a new engine, even of the same model, brand, power and dimensions, was regarded as a change in the design of the car, requiring appropriate declaration.

But from 10/7/18, the above-mentioned Law No. 1001 generally lost force, and was replaced by updated Order No. 399, which once again changed the procedure for changing the engine. According to it, if the engine that was replaced is similar in power and model to the one that was on the vehicle before, then such a replacement does not have to be registered at all. And changes to the title can be made during the re-registration of the vehicle, for example, in connection with a change in ownership, without presenting any documents for the engine itself. But as of 01.01.20, Order No. 399 also lost force. In the new Vehicle Registration Rules, approved by Decree of the Government of the Russian Federation No. 1764 dated December 21, 2019, paragraph 52 states that if the engine is replaced with a similar one, information about its number is entered into the state register of the vehicle “during registration actions based on the inspection results.”

Having summed up all the changes made, the answer to the question of whether re-registration of a car is necessary when changing the engine in 2021 suggests itself. If the motor is similar, registration is not required and can be carried out during the next registration actions, but if it differs in its characteristics and model, then it is required, and even with the provision of the necessary documents.

When is it necessary to register an engine replacement with the traffic police in 2021?

A car owner can change the engine in 2021 for several reasons.

  1. The old motor is not repairable, or its repair is not feasible from an economic point of view.
  2. The owner wants to improve the characteristics of the car (for example, power)

In these cases, the car owner has several options.

  • Purchase original spare parts.
  • Purchase an analog engine made by a certified manufacturer of spare parts.
  • Purchase a suitable motor at a disassembly or second hand.

In the first two options everything is quite simple. You receive the spare part with documents, install it in its proper place and go to the traffic police department to register an engine replacement, if it is needed.

For the third scenario, the situation is somewhat more complicated. The catch is that spare parts purchased secondhand or at a disassembly site do not always have documents. If you decide to save on buying an engine, you can get into big problems, since units from stolen cars are often sold in this way. You can protect yourself during a transaction in 2021 by first contacting the theft department of the traffic police and making a request for the engine number

Such actions are recommended when installing a spare part identical to the previous one. However, when installing a car engine in 2021 with other parameters, its mandatory registration with the traffic police is required.

There is no need to assume that by erasing the engine number, you can install it without registering changes with the traffic police. During the first inspection of the car, an attentive employee of the state technical supervision will notice this nuance and report it to the inspectors. In the shortest possible time, the owner of a vehicle who has damaged the engine number will be punished to the letter of the law. According to Article No. 326, set out in the Criminal Code of the Russian Federation, in 2019, deleting or damaging the engine number carries a fine of 80,000 rubles.

Rest assured that according to the Order approved by the Ministry of Internal Affairs of the Russian Federation dated November 24, 2008 No. 1001 and amended on March 20, 2021, in 2019, when installing a new engine with characteristics different from the previous one, mandatory registration is required. You should not look for loopholes and try to circumvent the law, otherwise, instead of spending a small amount of time on paperwork at the traffic police, you will have to spend a large amount of money.

What documents are needed for registration

Before registering a car with a new engine, make sure that you have all the necessary documents for this. In addition, statements, reports and even checks are needed. So, to replace an engine with another, not similar in model and power, you will need:

  • Passport of the car owner (original and copy) and vehicle (if it is not electronic) and their copies.
  • Vehicle registration certificate.
  • A check for the engine, which must be issued by the seller or the purchase agreement (if concluded).
  • Application for amendments signed by the inspector and declaration of work performed.
  • TE protocol, diagnostic card and conclusion of an expert organization.
  • All necessary certificates of conformity for newly installed parts.

It will be much easier to register an engine of a similar model and power (when re-registering a vehicle). To do this, you do not need to carry out any additional tests, you only need:

  • Vehicle purchase and sale agreement or other document indicating a change of ownership.
  • Owner's passport.
  • PTS (if it is not electronic).

If the internal combustion engine is not new


Some car owners want to save money and buy the unit secondhand. Unfortunately, they quite often end up with unscrupulous sellers who can slip in both stolen and counterfeit goods. Of course, you will not receive any receipt, even if everything is in order with the goods. But in order to avoid problems and register a car with a different engine successfully, you must enter into a purchase and sale agreement. If the seller has nothing to hide, he will agree to conclude an agreement.

But even if the contract was concluded without problems, it is still worth checking the detail. This can be done using his number by contacting the NAMI examination center. Here they identify and check the car from which the engine being sold was removed. This way you can find out whether the car is listed as stolen, whether it was legally imported into the country and a lot of other useful information. Only the verification is not free and depends on the complexity of the definition and the resources spent on it. But these expenses are completely justified - serious problems can be avoided in the future.

Prices for new engines

The cost of a new engine depends on the make and model of the car. Motors for domestic cars cost from 60 to 180 thousand rubles. The price varies depending on the engine configuration and its technology. For example, classic VAZ car models are equipped with a simple carburetor engine, which costs about 60 thousand rubles. New power units for foreign cars are in relatively little demand due to their high cost. Often the price of a new engine for a foreign car reaches half the market value of a used car, so most owners of foreign cars, if necessary, purchase a contract engine - a power unit that was removed from a car used outside of Russia. Registration procedure

Having the necessary documents in hand, you can proceed directly to how to arrange a replacement. As already mentioned, two options are possible: replacement with a similar power unit and modernization. Let's look at each of the cases.

Replacement with a similar internal combustion engine

This replacement option is simpler and, as already mentioned, from October 7, 2018, data on the new engine is entered into the PTS during registration actions (re-registration to the new owner). If the engine matches the previous one in all respects, you must:

  1. Contact the nearest traffic police department or MREO and present your PTS (paper), DCP, and your passport. Before this moment, a compulsory motor liability insurance policy must also be issued. It is no longer necessary to present it, but it should be in the database.
  2. Pay the state duty to the traffic police.

After this, the car will be registered and all necessary changes will be made to the title, including the replacement of the engine, and an STS will be issued.

Modernization process


If you decide to make such serious changes in the design, then you are probably aware that you will need to install some elements that may not be suitable for working with the new motor. To avoid being denied registration, try to choose a power unit that is as close in design as possible to the previous one. In this case, the procedure is as follows:

  1. Contact the MREO office for permission.
  2. Contact an expert organization to conduct a technical examination.
  3. Get expert opinions and go to the service center where the parts will be installed.
  4. Carry out a technical inspection of the car and receive a diagnostic card.
  5. Go to the MREO with a receipt for payment of the state duty and a package of necessary documents (more expanded than in the previous case. See the full list above).

If everything goes well, the car with the new unit will be registered. But if the inspector’s conclusion on the technical condition is negative, the engine number is illegible, or some other problems arise, registration may be refused. In this case, you must request the refusal in writing and take it to court. Also often the reason for failure is that the engine was imported from abroad. In this case, you need to prove the legality of importing the unit into the Russian Federation.

The Russian State Traffic Safety Inspectorate is simplifying the installation of a new engine and allows vehicles with electronic vehicle registration certificates to be registered, according to a published order of the Ministry of Internal Affairs.

The document comes into force on October 6 and introduces a number of changes, which are listed by Kommersant:

1. Vehicle registration with electronic passports is being introduced. From November 1, 2021, according to the decision of the Eurasian Economic Commission, the issuance of traditional paper vehicle registration certificates will cease when vehicles are put into circulation. When purchasing a new car from a dealer or importing a car from abroad, it will be immediately issued with an electronic title. But for cars that have already been put into circulation, the traditional paper PTS continues to be valid - it does not expire, it will be possible to obtain a duplicate of it (this option is included in the new order): replacement with an EPTS is exclusively voluntary.

2. When installing a new engine in a car, you do not need a separate purchase and sale agreement for the engine. From October 6, it will be possible to install a new engine in a car (we are talking about replacing the engine with an identical one that is legally clean) and drive such a car without any additional actions. When checking on the road, the traffic police inspector does not check the license plate, since the engine number does not relate to the registration data - it is indicated only in the vehicle title, and the driver is not required to carry it with him.

When selling a car to a new owner, any additional documents for the engine are also not needed: the inspector at the site, seeing that a motor from another car is installed, will check whether the markings have been changed, whether the motor has been put on the wanted list, whether the design of the car has changed (installation adding a more powerful engine to a car is considered a design change). If no questions arise, information about the new engine is entered into the title when registering the car.

3. The new order defines the rules for registering a car that belongs to several owners. For example, in the case of several children receiving an inheritance from a deceased parent. Nowadays, problems often arise due to the fact that the heirs do not have registration documents for the car, but formally they are all owners, and it is not clear how and in whose name the car should be registered. Now two scenarios are introduced. First: all owners come to the traffic police and write a simple written statement of consent to register the car in the name of one of the heirs. The second scenario: the notarized consent of the heirs to register the car for one of them is drawn up, with these documents he himself comes to the department and registers the car in his name.

4. Registration of a car using a temporary identity card and with unclear numbers of components and assemblies. For example, if your passport is lost. The order also clearly states the duty of inspectors to enter into the Federal Information System of the State Traffic Safety Inspectorate all data (including scans of documents and photographs) about the changed markings of cars. We are talking about cases, for example, when one of the numbers on the body is rusted and cannot be read, but during the examination it was officially established that there is no crime in this, the car can be driven. The innovation will eliminate cases of sending car owners for the same examinations in different regions and relieve forensic experts from unnecessary work.

5. The period for storing numbers has been extended. According to the current rules, let us remind you that when changing a car, a driver can retain the state sign, leaving it in storage at the traffic police for up to 180 days. Practice has shown that citizens often ask to extend this period, but such an opportunity was not provided. Now the maximum storage period for the number will be 360 ​​days, and it will be automatically extended for those car owners who keep the number in the traffic police at the time the order of the Ministry of Internal Affairs comes into force.

What happens if you do not register the installed engine?

To answer the question of whether it is possible to change an engine without registration if it is not similar to the original one, here are the possible penalties for its absence:

  • A fine of 800 rubles.
  • Deprivation of car registration.
  • Restriction on registration actions for an indefinite period.

As you can see, the consequences can be quite serious, especially if a more powerful motor has been installed. So it is better to register all changes in a timely manner.
