For certain types of violations of safety requirements when handling weapons, preventive measures are taken:

  1. Transporting and transporting weapons and ammunition in improper condition. Fine: 1000-1500 rubles.
  2. Improper use of weapons and ammunition. Fine: 1500-3000 rubles. It is possible, instead of a fine, to impose a ban on carrying and storing weapons for 1-2 years.
  3. Shooting in places not intended for this purpose. Fine: 3000-5000 rubles. As an additional preventive measure, confiscation of weapons and ammunition is possible, but in many cases it can be avoided.
  4. Shooting in populated areas or in crowded places. Fine: 40,000-50,000 rubles. Additionally, ammunition and weapons are confiscated without the possibility of return. Sometimes, instead of a fine, a ban is imposed on the acquisition, storage, and use of weapons for a period of 1.5-3 years, and the weapons and ammunition are also confiscated.
  5. Shooting in crowded places, populated areas or near places that are under guard by a group of people who show signs of alcohol intoxication. Fine: 50,000-100,000 rubles. Additionally, weapons will be completely confiscated. If people do not have the money to pay a fine or law enforcement agencies decide to toughen the punishment, then they may be deprived of the right to use and purchase weapons, even for collections, for a period of 3 years.
  6. Improper storage of weapons, which led to access to it by an unauthorized person and the possibility of its use, resulting in serious consequences. Fine up to 40,000 rubles. If a person’s salary does not allow him to pay this amount, then the punishment is replaced by community service, which can be determined for a period of no more than 360 hours. By decision of law enforcement agencies, punishment in the form of correctional labor may be applied. If the severity of the crime that occurred due to the negligence of the weapon owner is too great, restriction of freedom for up to a year or placement in custody for up to six months is possible.

Use of weapons

Police officers, according to Art. 23 of the Law “On Police”, have the right to use firearms:

  • to protect oneself or another person from an unlawful attack that is dangerous to life and health;
  • to suppress attempts to seize weapons, police vehicles, and special equipment;
  • to free hostages;
  • to detain a violator who has committed a serious crime and is trying to escape;
  • to detain a person who does not comply with the lawful demands of the police and carries out armed resistance;
  • to repel attacks on the premises of organizations and individuals;
  • to prevent escape from places of imprisonment.

The use of weapons is provided for by that article and implies:

  • destruction of locking devices;
  • neutralizing dogs that pose a danger to the health of a police officer;
  • stopping a vehicle by destroying it if the driver poses a threat to the life and health of citizens.

Knowledge of the legal basis for the use of weapons is required. Anyone who has not passed the test in this subject is not allowed to further serve with weapons.

Who is allowed to carry a gun?

A service weapon can be assigned to a police officer only if he has taken the oath of allegiance to his people. In addition, he must graduate from a law enforcement university or be officially a member of the rank and file of internal affairs bodies. Mandatory requirements for candidates to assign weapons to them are passing the theoretical part of knowledge of the basis for the use of weapons, ideal knowledge of the material part, rules of behavior with weapons in service and during firing training. The Ministry of Internal Affairs of the Russian Federation regulated security measures during shooting by its order, issued in 2012 under the number 1030 dsk. What is common to all these points is the requirement for grades for each test. Any score below “excellent” sends the applicant to a new round of testing. After all tasks are passed with “excellence,” employees are solemnly presented with their personal (for the duration of their service) pistols. In the future, a police officer with a service weapon bears personal responsibility for its technical condition and safety.
