For those who want to become the owner of a compact and effective means of self-defense, and are wondering whether a permit is needed for a traumatic pistol, remember that a license for a traumatic weapon is required. However, not all citizens are allowed to own a “traumatic vehicle”. Current legislation clearly defines the list of categories of people who have the right to obtain permission to own a traumatic pistol in Ukraine.


This right is granted to court employees, law enforcement officers and their close relatives, persons who take part in criminal proceedings, journalists - including freelance ones, deputies, members of formations that protect public order and the state border. Also, a permit for traumatic weapons is issued to military personnel (with the exception of those on compulsory military service) and government employees.

In addition, permission to “trauma” can be granted to employees of state border protection authorities, state fiscal service authorities, fisheries protection and state forest protection authorities, as well as employees of other bodies that carry out law-making or law enforcement functions.

When is permission not required?

According to the law of the Russian Federation, not all types of self-defense firearms can be used only if you have the appropriate document. So, you can purchase without special permission:

  • an air pistol with a caliber of no more than 4.5 mm;
  • OOOP with power up to 7.5 J;
  • signaling device;
  • gas or pepper spray;
  • stun gun

Important! Light and noise weapons (signals) can be used without a license only if their characteristics do not correspond to combat ones, that is, they cannot kill with them. Every citizen of the Russian Federation who has reached the age of majority has the right to buy a means of self-defense without permission from the relevant authorities.

Responsibility for carrying and storing without identification

Now you are armed and dangerous. Remember that for illegal storage (hiding objects on the premises) and illegal carrying (carrying in suitable objects) you will be held accountable. Namely:

When using a weapon, visual acuity should not be lower than 0.5 in one eye and 0.2 in the other. In case of one-sided blindness, the sighted eye should see at least 0.7.

Renewal of permit

To renew your weapons permit, you must undergo a medical examination again. After receiving a medical report, you must again submit an application to the Russian Guard to extend the validity of your permit to own a weapon.

The following documents are submitted along with it:

  • Passport.
  • A permit that is about to expire or has already expired.
  • Hunting license.
  • Conclusion of the medical commission.

Extension of a permit requires payment of a state fee in the amount of 500 rubles.

When and how to renew your license

The procedure for renewing a permit to use self-defense weapons begins three months before its expiration date. The process is regulated by Order No. 373 of the Ministry of Internal Affairs of the Russian Federation dated April 27, 2012.

To renew your license, you will need to contact the licensing and permitting department with a package of the following documents:

  1. Application in the form specified in order No. 373.
  2. Medical certificate.
  3. Two small photographs.
  4. Certificate of passing the exam on the basics of handling firearms of minimal destruction.

The issue of license renewal is considered within 30 days . You can initiate the process not only by visiting the LRO in person, but also by leaving an application on the State Services portal. Who issues the license

As a result, they lose money without ever receiving real permission.

All work on control and licensing is entrusted to the state executive authorities in each region, this is the Office of the National Guard, under which departments for licensing and permitting work are created. No one else has the right to issue similar documents for permission to carry weapons.

Remember that from the moment you receive the document for the purchase of a traumatic weapon, you have two weeks to purchase it (check with the Department of Internal Affairs at the Department of Internal Affairs for more details). You can also buy up to 5 weapons at the same time, but there is a limit on ammunition - you can purchase no more than 400 pieces within a month. Passing a medical examination

Required documents

To obtain a permit for a traumatic weapon, you will need to prepare and submit to the OLRR:

  • statement. It contains the candidate’s personal data and information about weapons;
  • 2 photos size 3x4;
  • a certificate of successfully completed medical examination;
  • certificate of completion of weapons handling courses and passing the exam;
  • receipt of payment of the duty;
  • passport (copy + original).

Collecting the package of papers will take about 3 months. Similar documents will be required to extend the validity of the permit.

Safe installation

A weapons license will be issued only after you create conditions for storage. The law states that these conditions must ensure the safety of weapons and ammunition, as well as prevent access by unauthorized persons. The law also states that the storage location must be arranged at the place of registration.

Who will not be able to obtain a permit?

Before you start collecting papers, it is advisable to clarify whether you will definitely receive permission. For some, obtaining such a document is not possible. This list includes the following categories of citizens:

  • minors;
  • those convicted of intentional crimes;
  • persons with two administrative offenses that violated public order;
  • citizens without permanent registration;
  • persons registered with a narcologist or psychiatrist or who have poor vision.

If you belong to one of the listed groups, you will not be able to obtain a trauma license. A bad reference from a local police officer can also serve as a reason for a ban on obtaining a permit.

Primary requirements

Obtaining a license and permit for a hunting weapon is possible only if the applicant fully meets the following requirements:

  • reaching the age of majority (18 years);
  • availability of permanent registration;
  • availability of a medical certificate + from a psychiatrist and narcologist;
  • no criminal record;
  • have no administrative offenses over the past year;
  • provide conditions for storing weapons (place of residence and safe).

Use of traumatic weapons

Weapons of limited destruction refer to civilian weapons of self-defense, that is, they are purchased by citizens to protect life, health and their property. These are the core values ​​that a citizen can defend with legally owned weapons. You can use traumatic weapons only in cases where there is a direct threat to life, health and property. The use of OOOP is determined by the weapons law. Article 24 states that a citizen has the right to use weapons to protect health, life and his property. That is, in the case of self-defense, roughly speaking. Determining where the line between self-defense and non-self-defense lies is quite difficult. A citizen must correlate the actions inflicted on him or their severity with the consequences that may occur after he uses the OOOP weapon. Having used OOOP, you must immediately report it to the police.

Who is eligible to purchase a gun in 2019?

The list of individuals and legal entities who have the right to purchase weapons can be found in the text of Art. 10 Federal Law “On Weapons”:

  • Citizens of the Russian Federation over 18 years of age (a more detailed list of requirements for individuals purchasing weapons is presented in Article 13 of the law on weapons);
  • Educational organizations;
  • Hunting organizations;
  • Organizations involved in reindeer and horse breeding;
  • Enterprises and organizations entrusted with functions related to the use and use of service weapons;
  • Sports organizations operating in relevant sports;
  • Individuals and legal entities involved in collecting weapons;
  • Individuals and legal entities engaged in the display of weapons.

Carrying a weapon of limited destruction

Naturally, you can carry a traumatic weapon with you if you have received permission to store and carry it. The rules for carrying OOOP provide for carrying a firearm of limited destruction without a cartridge in the chamber, with a loaded magazine or drum, with the safety on and in a sheathed state in a holster. You must have identification documents with you, as well as a license or permit to store and carry weapons issued by the internal affairs authorities.

In principle, carrying weapons is always carried out on the basis of licenses or permits issued by internal affairs bodies for storing and carrying specific types, types and models of weapons.

Making a purchase of a hunting rifle

You have received a weapons license; if you buy a gun in a store, then upon purchase you will be asked for your passport and a license for a hunting weapon. The store clerk will fill out the license with your information and your gun's information, two-thirds of the license will remain in the store, and one-third will remain in your hands.

When purchasing a weapon from a private individual, you take your license for a hunting weapon, your passport, the old owner of the gun takes the gun itself and a permit for a hunting rifle, and together you go to the licensing department of the gun seller, where an employee of this department will fill out your license , a third of this license will remain in your hands, the remaining two thirds in the licensing and permitting department.

The procedure for obtaining a license for traumatic weapons

Previously, it was believed that trauma could not cause serious injury to a person, but individual cases in the practice of using this type of weapon completely refuted this opinion. In connection with this, since 2014, the rules for obtaining a license for traumatic weapons have become somewhat stricter. The process of obtaining a license to carry a weapon has several stages: Stage 1 - obtaining a medical certificate in form 046-1, for which you must undergo an examination by a psychiatrist, ophthalmologist, narcologist and therapist. Stage 2 – training. If the decision of the medical examination is positive, the applicant must take a course on the rules of safe carrying, storage and use of weapons. Training includes training in weapons handling skills, knowledge of legal regulations and practical shooting. After completing the training, the applicant must pass the standards, after which he is issued a certificate of completion of the courses.

How to complete all documents

The procedure for processing documents is not simple, but it is clear and logical; those wishing to obtain a permit do not face any special problems.

Get a hunting license

Strictly speaking, this is not a mandatory condition, but you definitely shouldn’t refuse it, especially since it is issued quickly and free of charge

. A hunting license is needed to obtain permission to store and carry long-barreled smooth-bore weapons.

Training courses

The state does not want to hand out weapons permits to just anyone; a person should know at least some minimum about this. But in practice, this all turns out to be more of a bureaucratic procedure than something really useful.

Although the preparatory courses require:

  • listen to some lectures. According to the rules, they must tell you how to handle weapons and the main provisions of the Law “On Weapons”;
  • take the test - you can prepare in advance, find similar questions and answers to them;
  • undergo shooting practice - shoot several times at a shooting range (which often organize preparatory courses).

Courses take from several hours to a whole day and cost several thousand rubles. In the capital it will be 5000-6000 rubles

, in the regions it’s cheaper - about 4,000 rubles.

To take the course, you must already have a medical certificate, passport and photographs. After successfully passing the exam, the training center will issue a certificate of completion of the courses and a certificate of knowledge testing.

Courses and testing by local police officer

To obtain a certificate of completion of weapons handling courses, you must come with a referral in hand to a special training center. It teaches the skills of safe use of trauma for self-defense, studies the shooting of weapons, as well as the features of using optical and collimator sights, laser designators.

The program includes studying:

  • theories about the use of weapons,
  • shooting techniques,
  • safety measures when handling weapons
  • legal information on the wearing and use of trauma equipment and the process of obtaining permits for it.

The program also includes training shooting at a shooting range or training ground, designed to ensure that the future owner of a traumatic weapon learns how to handle it in the shortest possible time. Students learn accurate and efficient shooting skills (correct stance, grip of a pistol or shotgun, loading and unloading it, aiming, pulling the trigger), and then apply the acquired skills in practice.

Obtaining a traumatic weapon is impossible without appropriate psychological preparation at the training center. The gun owner must correctly assess the situation, make an accurate decision about the advisability of using the weapon, and concentrate on an effective shot.

The training center also conducts testing, during which you need to answer 9 out of 10 questions correctly. There are also conditions here:

  • 1 attempt – free,
  • 2nd attempt – paid,
  • 3rd attempt - only after completing a course of paid lectures on handling weapons.

If the test is successfully passed, the owner receives the necessary certificate of completion of courses on the safety of carrying, storing and using traumatic weapons.

Registration of traumatic weapons

After purchasing a weapon, the purchase should be registered with the OLRR, where it will be experimentally shot. One month after the weapon is registered, the owner is issued a permit to carry and store it.

Important! When registering a weapon with the OLRR, it must be presented in a holster, otherwise the owner will face a fine for failure to comply with the carrying rules.

When registering a weapon, you must provide the following documents:

  1. two 3x4 photographs;
  2. original application for permission to carry and store weapons;
  3. sales receipt from the store where the weapon was purchased;
  4. spent cartridges, properly packed;
  5. official weapon insurance contract;
  6. a document confirming the fact of payment of the state duty.

Important! Violation of the rules for carrying and storing weapons entails not only administrative, but in some cases, criminal liability!

Photos

The collection of documents is almost complete, all that remains is to take two photographs. Modern technical means allow you to quickly and accurately print photos at home. But please note that certain requirements apply to photographs.

  • Photo size 3x4 cm.
  • Photo printed on matte paper.
  • The image occupies 3/4 of the image area.
  • The background is light and monochromatic.
  • Hats or tinted glasses are not permitted.
